最新公布：日本提高經營簽證門檻后，申請量暴跌96%

“經營?管理簽證”是面向在日本創業的外國經營者所設立的在留資格。

但由于存在一些人通過設立空殼公司，將其作為非法移民手段加以濫用的情況，因此日本政府于去年10月提高了申請門檻。

這個政策尤其對經營小型餐飲店的外國人影響較大，目前已經出現部分店鋪關閉的情況。

東京商工調查公司于3月至4月期間面向外國人經營的企業展開一項調查，共收到299家企業的回復，其中也包括許多經營餐飲店的公司。

在被問及新規對經營是否造成影響時，有164家公司（占55%）表示“沒有影響”。

而對于表示“受到影響”的企業，在應對措施方面（可多選）：

• 82家公司（占整體27%）表示“通過增資等方式應對”

• 35家公司（占12%）表示“正在考慮出售或合并企業與業務”

• 19家公司（占6%）表示“考慮轉讓經營權”

• 另有16家公司（占5%）表示“正在考慮停業”

此外，在詢問“哪些條件對企業決策影響最大”時，共有45家公司作出回答。

其中，“注冊資本提高至3000萬日元”影響最大，有20家公司（占44%）提到這一點。

根據東京商工調查公司的數據，2024年日本國內新成立的約14萬家公司中，注冊資本達到3000萬日元以上的企業僅占1%，而95%的企業注冊資本不足1000萬日元。

另外，包括許多由外國經營者開設的小型咖喱店在內的“其他專業料理店”，在2025年度的倒閉數量已達到91家，創下過去30年來最高紀錄。

其背景被認為與物價上漲以及勞動力短缺有關。
