為了推動綠色低碳發展，實現生態環境質量全面改善，中共中央辦公廳、國務院辦公廳近日印發《美麗中國建設成效考核辦法》。

China has unveiled assessment measures for the building of a Beautiful China, aiming to promote green and low-carbon development and achieve overall improvement in ecological and environmental quality, according to an official document made public recently. The document was jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council.

【知識點】

《美麗中國建設成效考核辦法》明確，對各省（自治區、直轄市）黨委和政府美麗中國建設成效的考核主要包括：美麗中國建設責任落實情況、美麗中國建設年度主要目標完成情況、美麗中國建設年度重點任務完成情況、資金使用績效情況和群眾滿意程度。

其中，美麗中國建設年度主要目標完成情況的考核包括大氣環境、水和海洋生態環境、土壤生態環境、固體廢物污染防治和生態質量狀況以及年度目標完成情況；美麗中國建設年度重點任務完成情況的考核包括發展方式綠色低碳轉型、污染治理、生態系統多樣性穩定性持續性提升、生態環境安全年度重點任務完成情況。

考核采用百分制評分，合理設置加分項和減分項，根據評分情況，考核結果劃分為優秀、良好、合格、不合格4個等級。

今后5年是美麗中國建設的重要時期，要深入貫徹新時代中國特色社會主義生態文明思想，堅持以人民為中心，牢固樹立和踐行綠水青山就是金山銀山的理念，把建設美麗中國擺在強國建設、民族復興的突出位置，推動城鄉人居環境明顯改善、美麗中國建設取得顯著成效，以高品質生態環境支撐高質量發展，加快推進人與自然和諧共生的現代化。
